The Parliamentary Trust Group Reviews the Report of the Georgian Intelligence Service

The Parliamentary Trust Group reviewed the annual reports of the Georgian Intelligence Service and the Special Penitentiary Service.

"The Chief of the Intelligence Service, Shalva Lomidze, provided detailed information on the steps taken by his office during 2023 regarding operative and analytical activities, as well as institutional development. The report covered the following issues: advanced acquisition of information on threats, processing and analysis thereof, timely provision of information to decision-makers, measures for preventing activities harmful to Georgia, mitigation and annulment of their negative effects, as well as the capacity building of the Service," noted Irakli Beraia, the Chair of the Trust Group and the Defense and Security Committee.

The meeting was attended by the Group members: Anri Okhanashvili, the Chair of the Legal Committee, and Alexander Tabatadze, the First Deputy Chair of the Defense and Security Committee.

Prime Minister Meets Head of Georgian Intelligence Service

Irakli Kobakhidze, the Prime Minister of Georgia, met with Shalva Lomidze, the Head of the Georgian Intelligence Service (GIS). During the meeting, Shalva Lomidze briefed the Head of the Government of Georgia on the operational and analytical activities conducted by the Intelligence Service.

The Prime Minister and the Head of the GIS also discussed the 2024 priorities for the GIS, encompassing planned international projects and events aimed at enhancing intelligence, technical, and scientific training capabilities.

In addition to this, the meeting covered Georgia's security environment, key issues in the Black Sea region, and potential scenarios for unfolding events.

Students from Tbilisi State University’s Faculty of Law visited the Georgian Intelligence Service. The students were hosted by the GIS leadership while the Dean of TSU Faculty of Law, Tamar Zarandia and Deputy Dean, Giorgi Dgebuadze, also attended the meeting.

The aim of the lecture was strengthening cooperation as part of memorandum signed between the GIS and TSU, exchanging views and improving public relations for the GIS. These meetings are wonderful occasion for the GIS to get familiar with the views of younger generation as well as to have an exchange of experience with them.

The parties discussed issues important for Georgia’s security, regional and global challenges as well as structure and role of the GIS.

Georgian Intelligence Service remains steadfast in adherence to the principles of openness and accountability. It is always ready to provide information that is of interest to the youth within the legally defined boundaries and hear their opinions with respect to a broad range of issues.

Head of the Georgian Intelligence Service testified before the members of the Trust Group. Shalva Lomidze provided information about important issues and challenges with respect to current regional security of the Black Sea region.

Areas of particular focus were Russia’s military aggression in Ukraine as well as Moscow’s policy of occupation in Georgia’s occupied regions and other regional security challenges.

As stated by Shalva Lomidze, Georgian Intelligence Service attaches particular importance to the cooperation with the Trust Group and other relevant Parliamentary Committees. “Georgian Intelligence Service, within the scope of its competence, regularly informs Georgia’s legislative body’s Committees responsible for issues of defense and security about current trends of security environment whereas the Trust Group format gives an opportunity to have more in-depth discussion of certain issues” – said Shalva Lomidze.

Irakli Garibashvili, Prime Minister of Georgia held and led a meeting of the National Security Council.

Significant trends of the global and regional security environment were discussed at the meeting, including the military activities occurring in Ukraine and challenges faced by Georgia. Particular attention was paid to the important processes taking place at the occupied territories of the country.

Process for updating the conceptual documents of the national level was also discussed at the meeting, including the final edition of the Strategy for the Integrated Management of Sovereign Border of Georgia for 2023-2027. Decision was made to adopt it.

Focus was made on the matters related to the updates of the Threat Assessment Document and National Strategy of Georgia for Mitigation of Risks Arising from Natural Disasters. The Prime Minister of Georgia Irakli Garibashvili met on January 25 with the Head of the Georgian Intelligence Service Shalva Lomidze. At the meeting Mr Lomidze presented GIS 2022 annual report to the PM.

The PM and Head of the GIS discussed plans for 2023 as well as development priorities for the GIS.

During the meeting, held at the Government Administration, the PM and Head of the GIS also discussed regional geopolitical situation and current security challenges.

Deputy Head of the Intelligence Service of Georgia Gela Gelashvili attended the closing ceremony of the multiethnic military training "Agile Spirit 2019".

On the Independence day of Georgia, May 26, the conscripts of the Georgian Intelligence Service took military oath. The first deputy head of the intelligence service Shalva Lomidze congratulated the recipients of the oath. The event was attended by the staff members and family members of the new recruits.

The mandatory military service lasts 12 months and the contractors will learn military affairs, attend special training courses and study a foreign language.In addition, they will be provided with a monthly salary, free medical insurance and will also be eligible to get a short vacation.

Successful contractors will be given the opportunity to be employed at Georgian Intelligence Service.

National Security Council will be the coordination body of all institutions that are engaged in ensuring the security of the sovereign and will provide information to the Prime Minister of Georgia on issues of national security.

On March 22, 2019 at Ivane Javakhishvili Tbilisi State University the head of the Georgian Intelligence Service, Dr. Davit Sujashvili introduced his book "Anatomy of International Terrorism and Georgia".

The book deals with one of the main challenges of international security in the modern world - anatomy of terrorism in the context of Georgia, which deals with international and national component of theoretical, legal, historical, political, religious, psychological, counterterrorism activities of international terrorism. Final recommendations are also given.

Representatives of academic and higher education institutions of Georgia participated in the presentation and discussion of the book.

We would like to respond to IDFI study - "Access to Public Information in Georgia - 2017" released on March 30, 2018.

Georgian Intelligence Service supports and welcomes the general principle of openness from state institutions and transparency of their activities. At the same time we consider it advisable to provide the public with information to avoid any misinterpretation.

In a 2017 IDFI report, Georgian Intelligence Service was listed among the closed state agencies. We hereby explain that according to legislative amendments, along with Decree N507, September 24, 2015 of the Government of Georgia, information demanded by IDFI is considered state secret. The above institution was informed about it in the written form on June 6, 2017 and explained the reasons for the restriction of specific information demanded by them.

As for the information provided to IDFI in 2015 by Georgian Intelligence Service, it was of the period before legislative amendments were made. It is noteworthy as well, that Georgian Intelligence Service was awarded by IDFI for the provision of access to public information.

We express our readiness to provide public information that is not considered state secret.

Georgian Intelligence Service hosted children at the training center. The children of the Service employees together with Emzar Tsilosani's (the hero who died in the battle of Shindisi in 2008 August war) children took part in the event.

The goal of the action was to promote the spirit of patriotism and healthy lifestyle amongthe younger generation. Georgian Intelligence Service is planning to encourage its little friends by hosting events of this kind again in the future.

On may 13-14 for the first time ever, Georgia hosted the European Karate Championship, where our team member Andrei Zinchenko won a golden medal and became the European Champion. Other winners were – Mikheil Tsiklauri – a bronze medal and Tamar Bibileishvili - a bronze medal winner among women. The head of Georgian Intelligence Service Davit Sujashvili congratulated the national team and wished them success in future competitions.

The staff of Georgian intelligence Service rewarded the resident of Kazbegi district – a secondary school pupil Ucha Khutsishvili with a personal computer. Ucha was nominated among the winners of the project - “Georgia’s volunteer” carried out by the Ministry of Sport and Youth Affairs of Georgia. For eight months the volunteers had been organizing sport events, intellectual games, workshops and various cognitive projects in different regions throughout Georgia.

We wish Ucha and other young patriots success in all of their future endeavors directed towards Georgia's advancement.

The staff of Georgian intelligence Service, in the frame of the project aiming at promoting young talents, rewarded the student of "Free University" Guram Kartvelishvili with a personal computer.

Guram, along with other Georgian students, passed GRE test to continue post-graduate studies in the leading US universities. Notably, the maximum score in physics is 990 and only the smartest graduates get more than 900 scores. Georgian students – Guram Kartvelishvili, Saba Sharikadze and Tornike Ghutishvili got 920, 970 and 990 scores respectively. Such results are the first-ever in the history of Georgia.
